Aqua One/ Love Fish betta duo tank

Look at the way the water in the filter section is lower than the water in the tank. Is this correct? It levels out if I remove the carbon filter 1C Cartridge. Should this be happening or is the water no flowing properly. The tank has been running 3 weeks but has not had any fish in it yet so the filter shouldn’t be blocked.
this filter is huge but it's wasted on the crappy flow set up.
they should have designed it full tank then a sub filter in the middle with dual spray bar into each portion of the tank. more swimming space and much more efficient filter.
I contacted aquaone for advice and that was to turn the filter upside down in the compartment so that the lead is under water as are the "fins"
You do then have to be careful to be able to put the pipe back in the right place.
After a lot of moaning on my part about the filter being too powerful they sent me an adapter set (the tank does not have a designated spray bar) but it was rubbish. A bit of what looked like eheim pipe and another bit of black plastic and no instructions.
I never did figure out how it was supposed to work so adapted it as best I could.
it also means the right side has way too much current even my cardinal tetra hate it in that side and stupidly squeeze through into the bettas side.
I'm half tempted to remove the filter stuff and find an all in one unit that will fit in ther. fluval U1 type filter.
Idk tho because it would mean tons of dead space at the back but suppose I could fill it with live plants.
I already have the sponge part with lots of water lettuce growing in ther.
my betta started building nests as soon as I added water lettuce. but he's stopped now cos I kept disturbing them with maintenance.
