About your heater, I've used that type in my smaller tanks, and if it isn't heating well, put it on the back part there where you have either a background or an extra plastic sheet (I can't tell which it is), and the added insulation against the tank and the outside will make the heater more efficient. That's if it's still functioning.

just a word of advice make sure that the water is the correct temp using a thermometer because fighter fish (bettas) are sensitive to water temp changes trust me i learned that lesson the hard way
