If wind or current is pushing you at the dock, there's no reason to hit the dock at an angle. I would definitely say throw out a couple of fenders just for your boat's sake, but coming in at an angle is only really appropriate when you're getting blown away from the dock. You should be just nestling up with your boat parallel to the dock, and eventually you should be able to pretty much "parallel park" the boat between two fixed points on the dock. Nobody ever talks about the bow moving across the water. It is not fixed like a car's tires. The bow will continue to move sideways to starboard or port (depending on the direction one is going) even when doing the classic, "turn the wheel the opposite direction and put it in reverse." Eventually the bow will catch up, but you need to leave enough space between you and the dock to allow for this.

Agree to a point... If the rubber rails are in good shape and if no nails or screws are exposed, rubbing against the rubber strip will only make a small rub rash. However, many docks have no, missing, or questionable rub rails. Truth is, not everyone cares about hull rash like I do. The advice I got was to use large (15") round bumpers, and after two years and 130 hours on the lake, I have yet to get a mark on my dark blue hull. I run a '13 Cobalt 232.

+asmar24knuts the dock has two thick rubber strips at the end which you can see in the video. the serve the same purpose as fenders would so there's absolutely no damage to the boat or paint.
