Sorta kinda, but not exactly. With vacuum bagging (sometimes also called wet bagging) the glass is already wetted with resin when the vacuum is drawn. But with infusion, the vacuum draws the resin in and through the fiberglass. There are a lot of different terms for this type of process: resin infusion, vacuum infusion, vacuum bagging, vacuum molding, etc. and the differences can be pretty subtle, so they do tend to get jumbled together quite a bit.
