I've read stories of tug boat near miss incidents were the captain would give orders to cut the lines using axes in cases just like this one to avoid what you just saw, or worse. Is cutting lines to save a tug from capsizing a lost art?

The vessle pulling the tug seems to have flight deck net strung up with nylon line. Is this a Navy ship. Can anyone give some details as to why they put on turns while the tug was still hooked up.
