I've been having problems with water running underneath the foam and therefore under the rock it was supposed to go on top of. Any idea what's going on?

You most likely just need to add more foam. It can be there was not enough foam or it did not sit long enough to expand as much as it need.

Can this be used in places like frog tanks to create an interesting background for the tank? Will it stick to the glass? I assume since it is safe for fish and pond life, that it would be safe for aquariums as well?

+Ben Boersma Yes, It works great, you can also stick things to it while it is still wet. Things like coconut fiber and small rocks works well. After it is completely dry it's completely safe for all aquatic.

after the foam cures how long before you can run water on it?

+Bah Zing If you are working on a hot day in the sun you can normally run water over it in 25 to 30 minutes. However if you are foaming something in the shade, on a cloudy, cold, or windy day it would be best to wait 45 minutes to an hour.

You can buy Black Waterfall Foam in the UK from abbuildingproducts.co.uk - This is Plant & Fish Safe, so I guess it will be safe for your dog also Tim3854.
