It's going to be really difficult for authorities to put a person behind the trigger, but I hope they catch the person. That is insane.

Im gonna guess you havent been on the wrong end of a gun before.
Unless the shooter misjudged the range and the bullet fell short and skipped of the ground or water towards the boat, the bullet weren't aimed at him.
The passed fairly close, but not intact.
Bullets make some different noises when they pass close by you, depending on velocity and shape.
Hisses, and whipcracks mostly , The musical "zing" sound most associated with ricohets in hollywood cowboy movies, which is what you heard in the second shot
Indicates that the bullet is tumbling at high speed, this generally occurs after it hits something, and the slug gets deformed or deflected and causes it to tumble, while still carrying a fair amount of velocity. Sounds to me like someone was shooting at a target like plywood or junk with no berm or bullet proof backstop.
The scary thing about a deflected or deformed bullet is the flight path is completely unpredictable, they can curve left or right, up, or down depending on the spin and the damage to the slug.
Definitely a cause for concern - someone was being an asshole.
