They are definitely for heavy rain however Ellicott City is a 200 year old colonial village and both municipal and residential septic systems fail during heavy rain events. Homes built even 50 years ago along this route have tiny drain fields in this hilly rocky forested area.

ether you are from a poor country that has no regulations or you are too young to know what you are talking about. there are laws against that sort of thing where this was filmed, it is possible but not likely that those house would empty sewage into the river...

Probably not. In places like this, people get their water from wells, and if you dump piss and shit onto the ground and in the rivers, the groundwater would get everyone sick and kill them. When I lived in upstate New York in the middle of nowhere, I still had to have a septic tank. A family way down the road owned cattle and they spread their shit all over their property "to fertilize the grass". Well all that bullshit (literally) seeped into their well water and they all got e. coli. THAT WAS REAL FUN FOR THEM LOL

Actually, now that I watched it again, I think they probably did build it over the drainage ditch. But I think they do that because that land is cheaper. Buying half an acre of prime real estate is more expensive than half an acre that is in the woods, on a hillside, and partially in a drainage ditch. Makes sense, plus you get a cool little house with a river beneath it lol
