Great piece! As an update, the LA River is slated to receive roughly $1 billion to assist with river revitalization efforts, thanks to a very progressive mayor (Eric Garcetti). This is expected to do things like: help clean up the water; recapture water better and use more of the rain we get (15 inches/yr.) to replenish the aquifer so we're not as dependent on importing water from elsewhere; provide new greenspace for neighborhoods, to counter LA's lack of parks; provide new greenspace without having to pay to buy up land (rather, we just start using land that has been ignored and abused); increase recreational opportunities which also create jobs; reduce crime in areas where attention to the river drives out negative elements (good use/ eyes on the river vs. neglect/crime). Those are just a few of the things that are likely to benefit L.A. if these plans are realized.

The LA river was converted to a concrete flood channel after the deadly floods of the 1930's to prevent more deadly floods.
The only reason why there is as little water in the LA river is because in has a concrete bottom, otherwise it would soak into the dirt.
As elsewhere in Southern California, the LA river was never a "navigable river" except in heavy rain fall, snow melt. Most of the water in the LA river is runoff from parking lots, drains, sewers, and is pretty nasty.
Additionally as long as there has been humans in Southern California the LA river was at the very least a desert wash as can be seen throughout Southern California which was and ultimately is a desert.
Conclusion: If you value your health, stay out of the "LA River" and unless if a person wants a repeat of the 1938 flood, leave in concrete lined.
Southern California needs allot more water holding location, both on the surface and below the surface.
Ultimately LA has way to many people, over population is the issue.
