Just compressing the spacing between the forms is possible, but it would no longer be a sleek design. It would look short and fat, and would probably be too wide for a small person to paddle comfortably.
You could scale down the form a little bit and then space them at a proportionally different increment, making a design with enough width for decent stability and room for the child, while keeping it short enough to handle easily while not looking too stubby.
This would throw off the proportions of the cockpit, so you would need to fake things in the cockpit area a bit.
All this would probably be easier with a more simple design such as the 14' Great Auk http://www.guillemot-kayaks.com/guillemot/catalog/boat_building_plans/14_great_auk_kayak_plans
