White bugs In Reef Tank - PODS?

White bugs in my new REEF tank! They appeared after a sump cleaning. Tiny compared to a pencil. Nitrate was high (2 ppm). This tank is only three weeks into a cycle. Fish food that was used to seed the tank was breaking down in the sump. Upon cleaning out the sump these bugs were carried to the display tank. I suspect that they are pods but it is not clear how they entered the tank. Cured rock from my old tank was added but I never saw these before in the old tank. No fish, invertebrates or corals has been added to the tank yet.
