We went through all of this in seamanship, but I can't say many of us use such detailed old school techniques. Of course most recreational sailors don't head out in bad weather and common practice is to sail in water that we know exceptionally well. That's too bad, because we don't get a chance to practice until faced with the unlikely situation of bad weather and failed GPS. Long distance sailors tell us that the experience will eventually happen to everybody.

The techniques described can be used anytime, anywhere. Not old school at all. Backups like this are simple. Just a bit of time to prepare and you're good to go. Every sailing school teaches traditional navigation. All CG license levels teach and test on traditional techniques. Skippers set the example. Crew will follow what they see.
