Would this not attract a lopt of attention from the jury? The sailor os luffing but heeling the boat to windward which is what you would do to bear away.

Certainly any rig movement can attract attention from the jury. In rule 42 the boat is permitted to heel the boat if the boat changes direction. Going tiller less makes the relationship between heel and direction change very accurate. Most mistakes and rule 42 infringements have something to do with the rudder direction conflicting with the heel angle of the boat. This drill helps you get a feel for what is fast and what is permitted.
