When running downwind in rough seas, the stern can lift and this can decrease rudder efficiency. Look at a photo of a boat going into a broach. You can bet a lot of the rudder blade came clear of the water right before she broached. In rough weather, slow down. That's #1 when running downwind. Shift some weight from the bow farther aft. Keep the rudder immersed for good control.
