A good rule of thumb to remember if you want to add or subtract the variation value is "east is least and west is best". So in your example the variation is west (best) so you add it to your TC in order to get your MC.

Quite correct. Diagrams alleviate the need to remember rules of thumb. And, they show quite clearly why--in the case of westerly error--you would add the variation. I believe it's a big plus to know why. Thanks for your comment.
