If you would look from the other direction, not from behind the boat, you would probabely see more wite caps, but generally wind from the land does not produce bigger and breaking waves if you are near the land and if the ground stays rather "flat" and if there is no opposite movement of the water itself (stream).

Good question! I know that usually there will be whitecaps on water when windspeed goes over 12 knots.
Maybe some physics expert can explain it. Video is captured with GoPro on a very shallow but quite big lake around 200-500 meters from shore. Water depht is around 1,5 - 2 meters. Wind blows from shore. There was very small waves for this wind. Skip first 1.50 minutes to see higher boat speeds.
