could scratch under its flippers (fins?) the keeper said there was no particular intent on the part of the animal, but I knew better. The keeper was just jealous that the little ray didn't like him as much.

I suppose for us the closest thing would be the fetal position. You should theoretically feel safer and more protection in that position, especially if another person is holding you.
Alot of animals have similar positions and spots. Kittens and other baby mammals tend to become calm and not resist when you grab the scruff of their neck. Dogs and horses feel more secure if they have a blanket or something wrapped around their middle. Some chickens have a spot in between those 2 that tends to make them calm down if you cup it.
Sharks have electromagnetic sensors on or under their nose. I feel like the position could have something to do with overwhelming these sensors... Or if it does simply disorient them because there's almost nothing they can do upside down. I can see an evolutionary reason for a "calm spot" for social animals. But most sharks live solitary lives from the moment their born. shrug
Besides sharks don't need to swim to breathe. They need to swim to breathe most efficiently.
It's kinda like scrunching you up over your chest. You don't breathe as well but you're not suffocating.

Besides this is an aquarium shark and is probably very used to human contact. I don't think it's right to do this to a wild shark for a number of reasons but I don't see the harm in doing it to what is essentially a public pet.

And i quick google can tell you that tonic immobility does happen with Zebra/Leopark sharks.
