As for is he as powerful as Thanos - well, it depends who's writing. Generally, no. Base form Thanos (without any of his gauntlet or cosmic cube boosts) was able to go toe-to-toe with Galactus himself. Silver Surfer has some high end powers, but Thanos' abilities as a tactician are unrivaled. He routinely beats entire superhero teams by himself. He's ultra-durable, able to survive things that would obliterate planets (direct blasts from Odin, Galactus). His ship was once destroyed because it got sucked into a black hole... and he got out with just a few scratches. He exchanged punches with classic Drax the Destroyer (not the one from the MCU), and shattered a planet with the shockwaves of the blows.
There's also the question of what time period of comics we're talking about here, since at one point Thanos was banned from the realm of Mistress Death - effectively making him immortal.
Thanos is a whole different beast from any of the MCU villains up to this point.
BTW, I agree Silver Surfer looked cool, but I cant believe you liked Fart Cloud Galactus F4 movie :/
He even almost snatched the infinity gauntlet off thanos's hand during the fight him an the avengers.

There some differences between the two, in the second list you will see Brie Larssons captain marvel and silver surfer as the most notable additions.
I think we can assume that the second list is for infinity war part 2, so if the silver surfer really is going to show up, expect it to happen in part 2 with captain marvel.
Which is plausible with the timing off when Disney got the rights of Fox.

Furthermore, the Deadpool 2 reshoots are rumored to be because they're adding another unnamed secret character.
Whose to say they didn't get that secret character by trading with Marvel again for another character they didn't have rights to, and get Marvel Silver Surfer in return?
The deal doesn't have to be complete to have access to each others characters.
Case in point:
Captain Marvel now is shooting with the Skrulls as the main villains and the Skrulls were from Fantastic Four (meaning Fox had the rights, and which also meant that Marvel couldn't use them in Avengers 1 which is why they went with the Chitauri instead)
