You can use almost any program to make vaporwave, I've once made a vaporwave track using Sony Vegas.
The more you do it, the better you get at it.
Have fun with it, even if you don't get there as soon as you'd hoped to, it will make you appreciate music more.
digital media is an easy and inexpensive place to start i.e. DAWs and virtual synthesisers (VSTs) but you might find you want to eventually work with analog equipment in the long run.
