No. Dark web can only be accessed using special browsers like TOR
Deep web is just unindexed content on the surface web.

You cannot access the dark web through normal browsers like Chrome, Firefox, Opera, Edge, IE and Safari.

Its extremely easy and doesnt take much time. Just need TOR and a program like IPVanish to block your IP address. Deep web is more of government files for one example. Sometimes places like youtube have files in the deep web. You can say the deep web is more of storage for the providers or government that can't be seen by the public but arent illegal. Dark web is where you find all the illegal items and acts. Like the items he listed, to child porn, animal abuse, necrophilia, dead children or bodies cut into pieces, canabal websites that actually teach other canabals how to keep the victim alive as long as possible, live human experimenting, etc. The most sick and twisted things you could imagine are all there.
