Having just crossed the whole of France with a small boat I would say that this is not correct. This example of two small boats passing on the starboard side is a recipee for disaster. 1) there is no signal that the vessel wants to be passed on the starboard side.
2) the vessel does not in any way slow down or acknowledge the other boat. Don't agree with this.
