The gold alone would cost about 4bil leaving 500mil for the boat construction, it's feasible. It'll weigh over double of a normal boat so it'll take an enormous amount of power to get on plane, but it's possible.

On top of my head here... 100'000kg of gold ON TOP of all the structure weight, for a fairely small yacht (30 m long, but not all that length touches the water)... by archimedes law, the boat must have a MINIMUM in-water volume of 100 m3. It seams to me as the boat would not "glide" as freely as we see on the picture.
